The complete difference of sound is the point, they're like counterparts. NotM is very tight, glitchy, abstract and cerebral, whereas JD is a sprawling, gutsy (and a bit cheesy) powerhouse.
Possibly they at some point thought Powers might be their final release, they wanted to package both extremes of their sound together, and present them in contrast to one another.

Government Plates fucked DG. That album is terrible. Niggas on the Moon followed the same sonic pattern and it's a horrid album.
Jenny Death was ruined for the same reason, even tho that sound isn't present in such amounts. The hype also killed it.
That said, it's admirable how this band was able to pull 3 almost perfect hip hop records in a row and how challenged the media with them. But after GP, this band went to the shitter.
