It's supposed to evoke a feeling of whatever area you're in, and help you immerse yourself further in the world of the game. However, I feel like most modern VGM misses the mark, instead trying to make the music the most prominent part. A great example of this is Undertale: it's a good game, and its music is great on its own, but I never felt like the music fit with whatever part of the game it was from- especially Megalovania. My friends and I have been pumping that track since the game came out, but not one of us could tell you what part of the game it was from without looking it up.
