The structure of the song suggests that ritual, or dark tradition is practiced in a misguided attempt to serve the divine. This is reflected in the songs structure, the long chant is required to summon the narrator who then sings an entirely different tune than that by his adherents.
A black star is large and powerful but cannot be seen, in regards to this song, bowie seems to imply that a non-existant god is still commanding leigons. The blackstar, the narrator denies all the forms people cast it as, and laments that when a genuine prophet or good doer dies the acolytes are always misguided.
It's a comment on isis.
