I think what makes his criticism credible is the volume of albums he has criticised, and the consistency with which he rates them.

His numerical ratings can be dead on accurate a lot of the time but I ignore all his opinions about the 2000s and onwards.
I don't find his writing on the music to be that interesting (coming from someone who speaks italian and english)

I would be very interested if he gave a new album a 9/10

I kinda like Scaruffi's reviews though, I don't always agree with them but he's, as others already observed, consistent and his lower scores hold appropriate value.

Like, bizarre as it sounds, I think because a lot of people, especially in an internet era where everything is instantaneous, have a bad habit of falling into binary trappings and as such score media with incredibly high or low scores and relatively little real middle ground.

Scaruffi reserves high scores for albums he believes are genuinely groundbreaking or of merit, which, whether you agree with him or not, is something all good critics should do. A 9 or 10 should be rare, an incredibly special score reserves for incredible artistic achievements, not the next decent synthpop album or lightly entertaining shooter.
