For language Swans are pretty /mu/core and put out Die Tür ist zu which has German lyrics
For god-tier German music try Atari Teenage Riot/Alec Empire and Oval (especially pic related.)
Ton Steine Scherben is pretty much the best German Rock/Protopunk you can find. Also one of the earliest true German Rock. Pic related is my favourite album of theirs.

It's more of an effort to create a weird uneasy atmosphere I'd say, which in my opinion works perfectly. Combined with the experimental beats and the enigmatic (not nonsense, mind you) lyrics it makes for an interesting concept album, which you don't see very often around here.
