My favorite is The Clown, but the one you posted doesn't seem like a good contender, imo. Black Saint suits a lot better.
I think The Shape of Jazz to Come could be a person's favorite. It's short, imaginative, it keeps feeling fresh, it's very enjoyable.
After that Roscoe Mitchell's album with the German Shepard and his flute collection is like poetry.

I'd have to say it's The Clown- it's a concept album like Mingus's other best works, and I think that writing concept albums was Mingus's biggest strength as a composer and is the reason why his music is so enjoyable, but so much of his work drags on and starts to feel overdone.
The Clown is concise enough that it packs just as much a punch as albums like Mingus Ah Um and The Black Saint and the Sinner Lady, but doesn't start to get stale.
The solos on it are also banging.
