They're meant to sound raw and gritty on account of the fact that the beats were literally made in a basement. They intentionally chose to avoid the polished production route that most g-funk/west coast acts take.
The album contains a lot of memorable lyrics such as "Charged by the system, for murderin the rhythm", and don't even get me started on all the familiar hooks on the album.
tl;dr everyone loves 36 Chambers.

Most 90s hip-hop, even the albums that are universally regarded as classics, is extremely basic and boring. 36 Chambers and Liquid Swords are notable exceptions. The 80s were better and the 2010s is the best decade for hip-hop so far.
Rodeo is an 8.5/10 album and by far Travis Scott's best.
The Beatles are average at best. Well, I guess Rubber Soul is a good album. But the rest is meh.
The Epic is a great album.
MBDTF is the greatest pop-rap album ever made.
NLDW is Death Grips' best album but everything they have done is great.
Madvillainy has got to be the most overrated album ever made.
Pet Sounds is a 7/10 at best.
