In general "why doesn't country X have good music?" is because you're likely to only be exposed to their "traditional" music and top 40 equivalent, Japan in particular having pretty monochromatic charts.
The problem in this case though is that you're on a board that regularly dives into the backwaters of japanese culture so it's actually super easy to find good, less popular japanese artists.

Japanese doesn't work like that. You could learn kana in a couple of days but there are thousands of kanji and no reliable way to reduce them into phonemes other than memorization.

That's noisecore, not noise rock, which is something entirely different. Noise rock is good too and probably more accessible, you should definitely check out Lightning Bolt, especially their newest album, Fantasy Empire.
