Electro, the percussor to techno was a combination or funk, Yellow Magic Orchestra and Kraftwerk, all getting cited as influences. Its called electro-funk for a reason. Techno just progressed from there.

Its largely a technology thing desu, funk was replaced with disco, disco with electro and house, house and techno expanded and meanwhile hip hop was starting on the wheels of steel taking Jamaican sound system setups, adding the breaks, using the MC'ing, then that was mixed with techno for bbhc and jungle etc and so on and so forth, as technology has updated, so have the musicians.
Same happened with rock, once it was played out after 10 years, German Krautrock bands started adding electronic instrumentation and progressed the genre with modern technology.
Synths replaced turntables, then replaced with laptops etc. Genres progress, technology progresses.
