US

the 77 London scene had some great bands, but it also had a lot of shitty pop bands, and the UK82 scene was fucking idiotic
that said, the British anarcho and crust scenes were awesome, but they were also short-lived and rather small

the US had a great early punk scene, which transitioned to a great hardcore scene, which turned into a great noise rock scene, screamo scene, etc.

punk is just way bigger in the US and has a longer timeline, which isn't to say American music is better, but the thing is when American punk evolved, it just splintered into more types of punk (psychobilly, pop punk, cowpunk, post-hardcore, grunge, garage punk, etc), but when British punk evolved, it evolved away from punk and turned into music genres that weren't identifiably punk in any way (post-punk, darkwave, C86, madchester, etc)

What about in the 60s?

It all depends on what sub genre we're talking about. My personal favorite is folk-punk, which obviously would go to US.
