It's definitely my least favorite on the album, but it really works in the context of the entire album if you're listening to it front to back. Taken by itself though, yeah, it's pretty weak.

Chutes is basically OIW redux to me. I love them both and I almost think of them as a single unit.
Wincing is a wonderful album with some great moments, but Pam Berry is meh and Phantom Limb has absolutely no place on the album. It's a great song, just completely out of context. Should have been a b-side or something.

both songs are great (especially live) and in my opinion, fit with the feel of the album, not necessarily overarching idea (ie sleep) but it fits with the album

Pam Berry is integral to the storyline of the album, I just don't like the song that much. Phantom Limb is off theme entirely though. Like I said, it's a great song, I love it, but in the context of the album it's just out of place.
