What is the best way to write catchy songs? Should I start with

What is the best way to write catchy songs? Should I start with lyrics or voice melody first? For me it's always been the latter. I'd sung some gibberish and sometimes nice melody would come along, I'd have a collection of different voice recordings and at first I'm really excited about some of them and want to start writing proper lyrics but after a while I think they're no good and delete them. How should I approach this process? Any songwriting tips? How did greats write their songs?

You can use the Brian Wilson process.

1. Feel something.
2. Find the chords that go along with those feelings.
3. Come up with a melody over those chords.
4. Write the lyrics to the melody, painting a picture of those feels.

I personally try to come up with melodic bits first, focusing on rhythm. Instrumental or vocal, it doesn't matter. Then, elaborate on them.
