Warren Zevon's "Transverse City" is a great late-80s album that hits on a lot of themes similar to and inspired by the earlier cyberpunk authors. Here's the title track:

Neil Young's "Trans" also has some good stuff:

you don't get to be the arbiter of culture, especially if you think GITS is the sole definer of the genre. Also why ask if you already know what you want?
Can this fit a post-apocalyptic cyberpunk atmosphere?

Vladislav Delay is terrible. He wants to be Tim Hecker so bad it's depressing (because Tim Hecker isn't great to begin with u no).
The material compiled on Multila is great though.

I like what I've heard of both but the comparison seems completely bizarre to me. Also Delay was putting out albums slightly earlier. And has a way more eclectic career. Even their ambient stuff seems different since Hecker is usually beat-less and droning, his main instrument after laptop probably being synthesizer. Delay usually has a beat and rhythm is primary. He's a drummer. Not only that but a jazz one, I'm not sure how much improvisation features in Hecker's work.
>Multila is his only good work

Cyber-punk is too loose of an idea musically for it to be too much of a certain genre
