Not just visual art, sound and narrative, but also programming, level design, gameplay design and animation contribute to it too. I don't see why people don't consider video games an art form either, it seems ignorant.
I guess some might have the mentality that video games are still toys for kids, which of course isn't true as some video games have intricate designs or are made for mature audiences. I could understand maybe a 50 year old genuinely thinking video games were just toys, but even then the people I've met that age have come to appreciate that it's a new creative medium.

i think that games definitely have artistic qualities, and contain art
but generally when you play a video game you aren't appreciating art, and the art that you are appreciating usually is art of another medium that's tangentially related to the game itself (visuals, sound design, etc) rather than the way in which you are actually interacting with the game itself as an art form
