You are having a difficult time grasping the idea of a concept album and your generalization of "every album has a theme" is ridiculously nearsighted. Will you just keep pulling back until the theme is "music"?
A concept album is a narrative. It has a story, usually with characters, that either creates a world and sometimes follows a traditional three act format. There's typically a story arc - exposition, rising action, climax, falling action, and denouement. Think of albums like Histoire de Melody Nelson, Twelve Reasons to Die, Tallahassee, or Year Zero.

I am just gonna take this to mean "it HAS am overlapping narrative", rather than it being a narrative itself. (otherwise the narrative is deducable to the string of words that are connected)

This album wasn't as bad as I thought it was going to be.
Really out-there art-punk/prog-rock/something concept album on the life of HP Lovecraft. Most of the music and lyrics were written by a guy with schizoaffective disorder who ended up in a mental institution a few years later. Really jittery and unhinged music with a shit ton of different vocal styles and general weirdness. It's the perfect HPL related album IMO.
