a "skin" would be a re-texture. so you'd be looking at normal sims models with pastel recolours.

Sims 2 is where it's at. You can borrow all of the exlpansions off the net without any trouble since it's so old and well loved, and it's easily the best in the series. It's a real classic with a still active modding community and probably millions of mods. Still have that game to this day.
