Magic wasn't being used to win at all.
The girls never would have needed to magic up in the middle of the games if Twilight hadn't started opening up those portals everywhere.
Twilight was the one that started it all by siphoning magic away from Fluttershy and Pinkie before the actual competitions had even started.
