Technically they may be forced, but not all memes feel forced.
In addition to this, we also have the instant memes, stuff that's a meme as soon as it exists. These memes, though, often still have the characteristic of being forced, but by an community external actor, rather than the community members themselves.
A prime example of this is Gak. It was a meme that started at its highest spread, before it started shrinking. Everyone knew it was a meme as soon as they saw it, even without interaction with the rest of the fandom. This is a meme that had no real growth period where community members forced it, it was big from the beginning. However, technically, it could be said to have been forced by an external actor, namely the Hub, feeding it to us for so long it turned into a meme in people's minds without input from the overall fandom.
