Tradition:
Showing the little foals the town protector and letting them hug one of its thorn encrusted tentacles.
The resulting poison induced drug trip shows them their talent and gives them a CM.

Considerations.
Many ponies speak professionally with few issues or misspeaks from low literacy societies.
There are no schools to teach this skill.
Ponies do not have different dialects even when from far parts of Equestria.
In fact, Stable language is the same as surface languages.

The problem with your desires are that Southern US and Cockney are the only dialects of English that are clearly different in written form as well as spoken. American and British English read the exact same and putting unnecessary stresses on syllables just to effect a posh British accent would be retarded and break flow.

There are subtleties of vocabulary that you can lean on. Atom Smasher occasionally uses "innit" in sentences. "Ain't" in MLNW is reserved for horses with accents steeped in the southern & western flavour. "Cuss" is a very US southern expression, while "bloody" as an expression of frustration is rarely used in American English. "Mate", "chap", "gent", and "bloke" are all words that are pretty thickly English (more southern English than anything else, though "mate" has been exported all over) and need no broken spelling. "Aye" suggests Scotland, Ulster or Northern England. "Nowt" is pretty uniquely Yorkshire.
It can get even more subtle than that, when you get into idioms. Do your homework on this. Hiberno-English is full of endemic phrases. "Proper job" is distinctly West Country, while "by gum" is rather Yorkshire. Some phrases change meaning: to table a motion in US English means to close an agenda item, whereas in UK English it means to open an agenda item. Don't forget all the other word substitutions (autumn vs. fall, nappy vs. diaper, pavement vs. sidewalk, etc.) There should be websites full of giant lists of these.
You can even get down to spelling if you want to be really subtle. In MLNW, when Atom and Rainbow are talking, they refer to the Caballero Centre, whereas when other people are talking, they talk about the Caballero Center. It calls attention to accent differences in the least attention-getting way imaginable, because it doesn't even appear all of the time and if you're used to reading both versions you might not even notice the difference if you're not reading carefully.

Anon rolled his head in his hooves. Ever since that filly had summoned him to fight the bullies, his life had only gotten weirder. Regrettably, they had somehow managed to at least save a city, and anon was now stuck leading a criminal syndicate centered around exploiting the sea for riches. Somehow, thy had managed to miss the important part of naming the group, and ignored being pirates.

“Is it done?” Jack asked, wincing a bit at the stitches he had pulled from his unhealed side. “I’d rather not be in the same postal code as a live megaspell.”
“Yes, but something tells me we’re not done yet.” Kalmoor paused, pulling out his notebook.
“What do you mean sir? Contract was for placement and detonation of a bomb recovered from the downed missile. We just need to get to a safe distance and blow it.” Arkturus offered, checking her radio set to make sure there was no other signal in the detonation band.
So as an example, I could start there and then just move onto their escape and fight through the ghouls, with no need to explain why the city is blighted and leave it unsaid that the crashed missile caused the ghoul issue?And maybe a fun cliffhanger with them getting captured by The Society of Jade Shining Brightly in the SkyChildren of Atom pony style

So, I had an idea, see if it fits in the universe at all.
The caravans moving across the enormous wastes operating from rich settlements like Tenpony might have some way to contact them, or large well organised groups like the Steel Rangers or Red Eye's armies to coordinate with each other.
Would it be much of a stretch to have a wagon in a big caravan or armed group with an old scavenged radio and mobile antenna, sorta like pic related (which is a teleprinter truck, probably crammed with more gear than anyone but the Enclave or Rangers would ever dream of having).

There are no such thing as 'secret frequencies' because anyone with a radio can search every frequency still they find one with a live signal. This is called a scanner. There's only so many frequencies in a long range bandwidth, and you can't hide any of them. What you CAN do is use an encrypted signal that is then processed by the receiver to give the message. It makes a lot of delay, but no one will know what your bleeps and blips signify.

If you really don't care,there's an assault on the Neighvarro Enclave outpost, in which Littlepip convinces Spike to torch her in order to send her past the barrier to the SPP. Inside she finds the last Crusader mainframe, to which Celestia has uploaded herself. Littlepip realises her virtue is sacrifice (???) and her cutie mark refers to the tracking function of her Pipbuck, and her ability to find the right people for the job, seeing new element bearers in the friends she's made. She puts herself into the SPP to remove the cloud layer and pull the rug out from under the Enclave, but not before writing a 635,000 word apology letter to the pegasi, which is what the whole story is. Also the last few chapters are written in this incredibly confusing non-linear style that comes out of nowhere, doesn't mean anything, characters are still being introduced and a bunch of shit happens that nobody cares about.there's a big statue of LITTLEPIP: SAVER OF HUMENS,
The epilogue fast forwards 10 years later where the Gardens of Equestria got working off screen, everything is rosy, there's a New Canterlot Republic under Gawd,and everything is just fucking shiny. It's a massively unsatisfying deus ex machina.
