Cadance didn't need to experience love to become the princess of love, and Twilight didn't need to experience friendship to become the princess of it, that's why she became an alicorn by fixing a spell instead of doing anything that would require interacting with her friends. Celestia foresaw this and realized any town suddenly forced to accept a new monarch would resent her, and she was only able to get Cadance out of Canterlot by finding some peasants who had been enslaved and lost in time 1000 years ago. Hence, she had to make excuses to force Twilight to humble herself, make friends, and endear herself to the locals of Ponyville with modern attitudes about government power.
