Blame the shift in the show general background/atmosphere/whatever you call it.
S1 was very much a Tolkienesque fantasy with slice of life mixed in, a lot of the more fantastical, adventure elements were built around class high fantasy books, stories, ext... So we got dragons that were basically Smaug.
In later seasons it slowly shifted away from your basic LoTR for beginners into a more modern setting, so we get Superheroes, Indian Jones type adventurers, Manhatten and the like, and of course teenage dragons that look like their designs were pulled from dreamworks.
Not saying it was entire Lauren, don't get me wrong, a lot of the old S1 writers aren't around anymore.

The dragons are such shitty parents that they can't even be fucked to neglect their own children, and so they fob the responsibility of being an irresponsible and unpredictable tyrant off onto to some random dragon who has a stick.
That way, when they go on the dragon migration to hang out, and one of their truant, moron sons is doing something stupid, the dragon parents don't feel any embarrassment, since it was that Dragon Lord's responsibility to be here looking after them. And the parent dragons can all shake their heads about that lazy Dragon Lord not raising the kids properly.
