There are many one-off characters that, like Moondancer, had personalities and learned a moral by the end of an episode. Each of the Mane 6, the CMC, Discord, Starlight, and maybe more are better developed simply because they've had several episodes and learned many morals (admittedly they tend to be forgotten). Their personalities, goals, interests, etc. have been explored deeper than Moondancer's, who has only had one episode so far and has little potential to be more than a once per season character.
Also, just because Moondancer is as lonely and shut-in as you are doesn't mean she's developed.

This has to be a joke right? Without development and exploration of a character, the plot of every episode starts to become stagnant and a show like mlp that has 6 seasons needs to developer the characters over time. Otherwise it becomes a different show entirely. I would bring up a few different anime as parallels to what mlp is to what it would be without character development, but I think most here wouldn't get the comparisons. Instead think of it like this. Season 1 was about looking at the characters every day lives, their challenges, and their interactions with oneanother. In it, we get to see as each of them becomes more comfortable with one-another and begin to understand one-another (example being things like Look Before You Sleep, Party of One, Applebuck Season, and Boast Busters to name a few) and as the seasons progress, you see them start to recognise each other's behavior and come to understand one another better, examples being lines like "That's Pinkie for you" and "Rarity, drama queen? (Sarcasm)". On top of that, you see the characters move along and begin to understand themselves more like Applejack asking the others for help when needed instead of being stuborn or Dash coming to terms with putting her friends safety over impressing the Wonderbolts. Does that mean every episode needs to do this? No. But without it, the episodes and show become stale as the story stays stagnant and nothing ever changes.
