There are plenty of cities where they build down as much as they build up. Some good examples would be Washington D.C., where people invest a lot of money in building large basements to buildings because of the very strict height cap on buildings. Also the Montreal City Underground is literally just 20 miles of interconnected tunnels that you can do shit in.
It's entirely possible, if not probable considering the natural environment of the Crystal Empire, that most of it is underground.
