Chronologically, before Season 1, Luna looked identical to how she does in Season 4. This is fact.
In the second episode, when she's purged of NMM, she looks like OP's pic.
Later, in the Nightmare Night episode, she looks like her Season 4 self.
It can be assumed that her experience of being banished on the moon for 1000 years had transformed her temporarily in some way. Draining her power? Something like that.
We do know for a fact, however, that the transition from her S4 appearance to S1 appearance occured between her banishment and her initial return.

Sparkly-mane Luna and Celestia are probably the point equivalent of super saiyan, they just stay at that level all the time. If Celestia was depowered, she'd probably have a pink mane and be a bit shorter.

There is no real reason to do so; the current one fits more her background, status and even purpose as a character; her S1 design was made to fit a concept discarded long before the first episode even aired. While I have to admit that I liked that concept and in fact would've preferred it to some extent; the new design with a few tweaks could've been made to work for that too, while the old one simply wouldn't do for the current character.
Sure, you can still look at the old one and say "it's cuter", "adorable", etc. but there isn't much more than that to it and Luna isn't supposed to be just that.
