Those are all the same artists without a doubt.
Second and third have the same signature and the first and second have that same curling lip going upward in the mouth; they're pretty much the same expression as well. The muzzles are constructed very consistently. The third one is my favorite because of all the looseness and energy that's in it.

Can you elaborate on what you mean by learning how to size the entirety of it and framing it? I understand what you said about imagining how the skull would look without the hair, ears and all , and I'm sure getting a better understanding of that would probably help out on the placement of the hair. But using references of completed drawings, often the head is already all bell'd and whistle'd up. I've been taking peaks at the drawing guides here for the head, but I'm still feeling lost on how it should be shaped when it gets anywhere aside from a straight side-shot - the muzzle and eyes in particular

to be honest I've just looked at this stuff and studied it to the point where I don't need a reference or anything, so I just eyeballed it. The ear I drew is probably a little too high, but I wanted to keep your style preserved as much as possible.

I can post some materials later but this is something you have to develope a feel for. Dont feel bad if you're not understanding something. This really takes time. Its normal to not understand why having the skull before everything else is important. Its one of those things you have to practice over and over again before understanding it. When people say you have to practice a lot they mean -a lot.-
Understanding the underlying anatomy is really important if you want your drawings to look good. Its not something I can explain away. Its something you have to take into your own hands and explore. I'm sorry that this isn't the answer you're looking for. There are no easy answers.
People talk about fundamentals a lot but the beginner may not get why or how. Learning to manipulate basics shapes, learning how a single line can make or break a form or imply shadow, learning and understanding how your ellipses that make up the bisections of a sphere can throw everything off if you're not careful, how those elliptical guidelines can imply perspective. There's so many things to take into consideration that it can be intimidating but it's up to you to get to a point where you know these things like the back of your hand. Once these basic concepts become intuitive it becomes really clear and its liberating. There's so much freedom in knowing the fundamentals of draftsmanship.

I feel like I got to a point in my art where I'm good enough to make my way around and can consider myself not shit. However, my art still feels like its super basic, I feel like I have a narrow feel for the anatomy, and most importantly...

I'd say give yourself a challenge, whether it be some really dynamic poses, a fully colored and shaded drawing or whatever. Then once your done come back to it in about an hour and pick it apart for things you think you could do better and things you liked about it.

I know I want the hair to ultimately start looking different and better, but I'm not sure how I'm supposed to get it to that point. I want to practice it, but I just don't know what/how to change (it). I can't explain it so well so I'll try to use an analogy.
I have the ability to drive a car, and I want to go south, and I can drive all I want, but without a map or a gps, I can't drive south like I want because I don't know where south is.

Using reference is another big deal. You have to set a standard for yourself. Copy from artists you admire. In the end it's almost impossible to replicate a drawing 1:1. There's always going to be that flair you give it that makes others know that you did it. If there's a pose or expression or shape I find interesting I'll just start drawing it and make a study out of it.
Perhaps this is a case of getting away from ponies. Either draw other animals or humans. Study gesture to get your poses less stiff. Draw something that challenges you. You don't even have to leave the MLP: FIM universe. You can draw griffons or dragons. Griffons are a great challenge IMO. Or perhaps get some ordinary objects and set them on a desk and try to replicate it. It's a good way to get your mind thinking though it doesn't seem all that obvious when you start doing it.

I look at fashion magazines and copy hair from there. It can transfer to pony nicely.
It can be rough and I totally sympathize. The struggle to improve is a constant thing for me and I've hit many, many walls in this crazy journey. It can be maddening to be alone in your mind with you art problems.
Sometimes when I'm frustrated I just go back to basics. Shapes, ellipses, and contours. I spent many, many hours drawing boxes in different perspectives or making spirals and ellipses in different degrees. Make a pony out of nothing but blockey shapes and see where it takes you.
Post your works. post your sketches. You're not completely alone.

I have one more topic I wanted to bring up.
The self-deprecating behavior some people have when it comes to their own works; stop comparing yourself to artists that are way better than you. It's a toxic mindset to have. The people that have been drawing incredible works have been drawing for YEARS. I think GlacialClear has stated a few times in these very threads that she's been drawing for at least 15 years. You can only be yourself at the end of the day and you have to take it day by day, month by month, year by year. Even decade by decade for some.

A lot of learning to draw quickly is just practicing it over and over again, giving yourself less and less time to do a drawing. The best way to do that is gesture drawings from like, 10 minute intervals > 5 min > 4 > 3 > 2, and then 2 minutes is pretty standard for gestures.

It depends on what you want to draw. But a good start is to get materials and reference pictures, or whatever you want to draw, and just start. If you want some kind of special homework or whatever, you can gather some simple 3D shapes like spherical items, cylinders, cubes/boxes, anything of simple 3D shape you can find and put them together in some sort of composition on a table or desk near you; give it ONE light source or else it's going to be a lot harder for you. Observe values, line, lac of line, positive/negative space, etc fundamentals blah blah
