He was supposed to in theory, but he never had the will to do it. Gohan's not a fighter, he's a thinker. No will to work on improving his own strength unless it's to help someone he loves.
Goku improves himself instinctively, it's what he does.
That's why he never did surpass Goku, and also why he never beat Buu. He hacked his way to greater strength through Old Kai, rather than training for it. One thing I will say about DBZ, any victory by a hero is earned.

The controls are a little weird, but you get used to it
The RNG is horrible, otherwise the PQs (side missions) are pretty fun

Technically, tho, he has ALREADY surpassed his father. Keep in mind, he managed to outrank Buu V2 without the need to transform into a Super Saiyan, while Gokuh had to transform into SSJ3, gather energy for a mega-Genkidama from earthlings, and the ask for a power refill, to finally defeat Buu V3.
Of course V3 is still more powerful than V2, but I'd think that if Gohan had a motivation (nobody was killed or destroyed in front of him), and a fair fight (not an opponent stealing Gotenks and Piccolo's power), he would have also managed to beat V3

You know, I understand that's what they did with him after Freeza - it was a different planet. I get it he gave up training after Cell, he was like a final shadow of the past.
But after Buu ? Gohan should've learned his lesson - a powerful enemy can drop in at any time and even if you wish to focus on your family and studying you should at least train from to time to protect them.

That was my thought on the matter. Old Kai told him to go through the motions of turning Super Saiyan, and all he was able to do was boost his power. Until the Kai's ceremony wore off years later, Gohan couldn't go SSJ at all.

The point was that he didn't need to transform. The ritual made it so he was going at 100% power without needing to turn into SSJ or SSJ2 - he had his full potential drawn out.
