I think the idea of he founding the shadowbolts after leaving the wonderbolts would work better, like some Karate Kid shit going on with a rivalty between the two groups, Rider would invite Dust since she is a really good flier and use her as a secret weapon against Rainbow Dash and the wonderbolts, even if Dash isn't already a member of the bolts we can use the excuse of the whole conflict being something personal and she being invited to temporarily join them
We would still need to explain where the idea of the shadowbolts came from, at least how he came up with the idea himself, since Nightmare moon is technically Luna who is technically thousands of years old, maybe the shadowbolts could be old enemies of the wonderbolts who got their asses kicked decades ago (by Wind Ryder himself, or just the founding member) and disbanded, and Wind Rider would bring the team back and recruit new members, which of course would include Lighting Dust, plus a few random unicorns for the sake of making the team more complete
