Spike is still just a child who's main upbringing consisted of serving others. Remember how well running away worked for him in Owl's well?
Heck, he would have likely been pulverized by the older dragons if his friends hadn't gotten him out of there. Spike's just not strong at standing on his own, and being able to breathe fire and being a relatively competent assistant (in certain situations) only gets one so far.
