If a person steals a few trillion a year and spends it on making the world a better place for all, it's obviously not bad. But the government uses force and threats of force to make people to give them money. That's literally theft. It's not bad (I mean, they do a lot of bad shit with the money, but more good than bad methinks. I like having a relatively free society). It's still theft, though, by definition.
