Sombra's return came before hers in both timelines. Without Spike's assistance, Cadance and Shining Armor fell swiftly. Sombra solidified his hold on the Empire, but it wasn't until she emerged from the Crystal Prison that he had his army.
You see, each helmet allows one Umbrum to remotely control one pony. They remain safe in another dimension, while Sombra's forces are flesh puppets he can send against the Army of the Sun in waves. It is this which fuels the despair of the Alicorn Sisters: their own soldiers will win, be killed, or be turned.

Sombra was hesitant to release the Umbrum, and the event that convinced him to do it would not have happened in this alternate timeline.
He also is shown to prioritize getting revenge on Celestia over freeing the Umbrum in the comic, so why would he free them when he can instead force the Crystal Ponies he hates to go die for him in a war against Celestia? Two birds, one stone.
Since Radiant Hope would not have gotten a chance to get close to Sombra (because he doesn't get blown up and require her healing in the alternate timeline) she'd probably die trying to meet him, or give up after learning how truly horrible he can be when he decides to go all the way.
