Yeah, I dunno about that. It's not like Black being originally intended to be a reboot should matter though. Skyrider also was one in the beginning (The show was even actually called just "Kamen Rider" and the name Skyrider isn't used until Stronger pops up).
I guess part of the problem is that ZX's story was intended to be a crossover from the start, so stuff like the other Riders taking out Badan's generals isn't odd. However, if he wanted to write, say, a heavily expanded version of Black RX, he'd need to make up Crisis generals for the other parts of the world rather than just his own versions of existing characters, and involving the other Riders in Black (or Shin, ZO and J) would basically require completely new stories and many new characters.

Hm? Are you sure? The version of the special that I have has lyrics. The biggest difference is that the instrumental intro is much briefer than in the standard opening theme. There are some Black recap scenes, alongside shots of Kotaro riding a bike alone, he even has a line there about peace being good.
The narrator then begins talking about how the painful battle had ended at around 59 seconds in the special, while the last Black recap scenes play, with the theme still playing in the background, then he we get a final shot of Kotaro on his bike, the narrator mentions a new threat appearing and then it cuts to the first RX's scene there, with the Crisis empire in their base. Yeah, in the later recap they don't bother with Black itself (the whole point, aside from advertising Black RX is showing the veteran Riders though), but it was right there at the start.
I wonder if there's actually a different cut of the special. I haven't actually watched the Blu-Ray one, so I'm not sure if they changed things there.
