I don't remember the plot from all the games, but I think you're talking about Great Battle IV. The final boss is a "Lord Overlord", but Dark Brain says in OG Gaiden that was really him in disguise.
IIRC, Skull Knight is an evolution of Bone Fighter (a boss in GB1), and Crystal Dragoon was also the final boss of Great Battle 5.

No the final boss of GB5 was called Garudoras, but it DID highly resemble Crystal Dragon and probably was derived from or a remnant of DB's forces.

This isn't OG2 with its retardedly slow level curve, 2ndOG everyone ends up around level 70 by the end. Level 15 is still real early.
