It started as a line for more realistic/detailed versions of Ishinomori's manga designs, but when they started doing Heisei Rider with Kuuga they just started doing whatever they wanted with the design, and people liked them. So, they pushed for more freedom in later designs. Personally, I think something like SIC Kabuto, which is just the show's design with more details, is rather boring and pointless. There are other toylines for that.
