Finished OOO. It was pretty great. I honestly didn't even notice the meandering parts in the 20's until shit started going down and I realised those episodes were the ones. Screw the surgeon two-parter though, just roll into the finisher why won't you. Birth was fantastic, probably my favourite tech rider out of the ones I've seen. I mean G3-X is cool too but there's something I like even more about Birth. The borderline pro-wrestling moves he pulled sometimes helped. I kind of feel that Ankh's character arc could've been more gradual, I thinkhe should've been shown warming up to Eiji and Hina one step at a time instead of it just suddenly happening at once near the end.. Stillteared up at picrelated.

OOO was one of the first Rider shows I watched when I was getting into it because I loved the suit designs, and I absolutely loved it when I watched it the first time. Recently rewatched it to see if it still held up after watching pretty much every other Heisei series, and was surprised to find that it pretty much reinforced why I loved it so much in the first place.

It plays pretty well, some riders simply play differently, it isn't as smooth flowing as a Tecmo-Koei game but still enjoyable in its own right.
The graphics in my video are from the PS4 version so that should answer your question concerning budget and it was developed by Bandai-Namco.
I probably wouldn't recommend it to someone who wasn't a fan of Kamen Rider though as part of the enjoyment comes from knowing the characters and being excited to use their movesets

He uploaded his mind to a data cloud and remote control his lab from there to rebuild roidmudes that are more submissive. He tries to taunt Gou by using a Chase clone but the Chase clone defects since Banno forgot to remove the Human Circuit (?) Krim installed when they built him. Gou goes Chaser Mach again and finishes off Banno who tries to regain the Chase clone by hijacking it. There are small hints to Genesis like the fact Gou forgot to say thank you again and how Harley made an extra Mach Driver just in case Gou's gets destroyed again. Small instances like the Chaser Signal Bike being in Gou's possession are explained. Overall, it was pretty good

That's how I do it, it's not a game worth more than $40 or $50 for the TV Sound edition at best, but it's fun for what it is. It's nothing like the traditional musou games, you don't capture anything, it's usually just riding your bike to an area to defeat some mooks, then repeating that twice, then fighting a boss. Sometimes you have to break barriers while bosses are around, or sometimes you have to fight multiple bosses in a level, but for the most part it's extremely repetitive.
To give you an example of how the playable Riders differ, imagine half the cast is Agitha or Ruto with no Hasty Attacks tier(Ryuki, Kiva, Kabuto, Den-O, OOO, Fourze, Gaim) some are Ganondorf C6 tier(Faiz, Kuuga, Hibiki), and some are Link tier(Blade, Decade, W, Wizard). Seriously though, nearly the entire cast is Agitha tier they're that unplayable.

Kabuto(Clock Up wears off almost instantly, he can't combo to save his life, the O attack is worthless, Put On is worthless, Rider Kick takes forever to use for okay damage that is easily blocked, and his Hyper just barely makes him usable)
Kiva(Does no damage even with figures, can't combo at all, and the only addition in 2 was a sliding kick which only slightly let him dick around with bosses)
Fourze(Everything else)
OOO(Does almost no damage and drops combos any time you form change. Forms also last no time at all)

Meteor
Baron(He can decently combo, though the damage is a bit rough, and Mango is good for bosses. Had a change so Mango is his secondary and Lord Baron is his final form in Genesis so that might be better)
Birth(Requires you to have enough cell medals for the claw to use him at all, his punches are so weak and have no reach at all that you get hit extremely easily, and everything else he has is slow. Sure, you can get Hyper and wreck boss faces in, but if it's not a level filled with mooks that isn't happening.)
Low Tier:
Accel(Have to rev up on base form, Trial is super weak and lasts almost no time at all, and Booster has you flying around to do anything at all)
W FangJoker
Decade Violent Emotion(Cards work nothing like normal Decade so they're all entirely useless, his main attacks feel worse than normal Decade, and it's really hard to use him effectively at all)
Shit Tier:
Beast(Has nothing that can combo, all his attacks are gimmicks, his main squares are super slow. It's like if you're playing Baton Zelda in Hyrule Warriors but even less fun.)

It does no damage and knocks enemies away which means you need to chase them down. Yeah, it's alright for racking up a combo, but it takes a really long time for that combo to rack up, his normal attacks do almost nothing even with a figure, and the Sword Vent attacks into an instant guard just barely makes him usable against bosses in 2.

The problem is building up the cell medal count. Since he can't actually mob at all he's stuck making maybe 100 cell medals a hit at most in a crowd, and to use the claw it's either 1500 or 3000. It's fine in Hyper since you can just keep chaining the grab, but when you're not in Hyper he's awful to play as.
