When you see 2 stars on your teams map icon, you should have 2 additional options when selecting them. The command will have a longer name than the others, I think the first one is a maximum break attack where both units will deal increased damage and theres no restriction on the sub but unless you both use an ALL attack, you only target one enemy. Might as well set a custom Max Break theme if you want.
The other command that shows up should bring up a menu with 5 options on it when you hit it, the first one casts Zeal or whatever it is that lets you move again after defeating a team, one that doubles PP and another that doubles Z chips, one that restores 15 SP and the last one grants the team +5 move for the turn. Note that using either the break or the other options will drain the combo.

Yeah... so that's the part that basically stymies everyone.
I'm almost certain it has to do with the Japanese locale settings:
1- Open Region and Language by clicking the Start button Picture of the Start button, clicking Control Panel, clicking Clock, Language, and Region, and then clicking Region and Language.
2- Click the Formats tab, and then, in the Format list, select the "Japanese" locale to use for the display of the date, time, currency, and measurements.
3- Click on Regional and Language Options
4- Click the Administrative tab, go to "Language for non-Unicode Programs", and select "Japanese (Japan)" from the drop-down menu.
Reverse the process when you're done playing
If that doesn't work then I'm out of ideas. Let me know if it does though.

That's because Japanese devs get crazy sometimes and do weird shit with paths and filenames. I've found AppLocale to work pretty good for stuff like, say, the Umineko SNs and the like. You can still have installation issues even when you run the installer through AppLocale, though, or if the installer calls another process that doesn't get wrapped by AppLocale.
And yeah, it's not an optimal solution, it's for people who don't constantly need to be in Japanese locale. If you're playing lots of Japanese games with non-Unicode text issues, you might as well just stick with Japanese locale, though.

And make sure BOTH the Format and standards and Unicode is Japanese - like, your time/date display should be using the Japanese format - it seems like it shouldn't be important but mine would always crash when set to English.
