I've looked into it, and SRW 4 doesn't have anything about clones. So, for once, it's actually mentioned pretty clearly that Scirocco died in SRW3 - when Sarah joins you, she says there's not much point in avenging Scirocco anymore. In SRW FF, it's Shuu that says Scirocco died in SRW3 (well, he also died there, so he knows).

The Compact games aren't actually incredibly difficult. The only other games I've played were OG1 and OG2.
That said, I haven't been running any upgrades on any unit that didn't already come with them.
THAT being said, this game does have a tendency to throw bullshit at you, such as a OHKO inducing Char in the first few levels.
