Military coups are always reactionary, especially in the Arab world. The military rulers have to prove they're tough guys so they end up being even more repressive than the moderate islamists. Believe it or not the muslim brotherhood was actually a lot more tolerant in control of Egypt than Sisi is. Sisi had to start arresting gays and acting more crazy than the brotherhood to prove he's more legit than them in the eyes of the public. Modern secular militarism is responsible for a lot more deaths than religion has ever claimed.

Turkey has this rather curious thing going on where the army is in support of the value brought to Turkey by Atatürk, namely secularism and equal civil rights. If you want to put it bluntly the army are guardians of the European values and they are opposing a government that flirts with Islamists and abandons all liberalism, so no they are not reactionary unless you mean they are trying to go back to a pre Islamist state.
