He's not mysterious or shrouded by legend. He was just a fairly humble religious man who found his way to the advistory seat to Russia's tsardom.
Russia was really shitty at the time, and the people decided to blame Rasputin for literally all of the country's misfortunes simply because he was an "outsider" and had no connection to the monarchy.
Over the years a campaign was started which was basically "who could shit on rasputin best" and all the hearsay and rumors that were spread basically toppled the official records of him and thus created a distorted historical image of him.
It was just a bunch of upset peasants looking for an outlet to their anger.
