The books was written during the Tokugawa period where samurai were useless. This was an office working, no combative samurai inventing a code which didn't exist when samurai were actual warriors, in an attempt to justify their lofty place in a society were they serve no purpose. It's every bit as false as the emperor worship invented during the Meiji period.
