Leaving aside the fact that Sappho was Greek, and that comparisions may all be invidious, the question is still unanswerable: we have, by chance, many complete poems of Catullus, but almost none of Sappho's; and while Catullus did write in the lyric style modelled on the Greek, he also produced forms such as epigram that we don't have from Sappho.

This isn't fair, there's only fragments left of Sappho to be compared with a whole book by Catullus.
That being said, Catullus is very much totally and competently OKAY as a poet.

I don't know that it is impossible to judge poetry in a dead language. Although we are temporally and culturally distant from both Sappho and Catullus, ancient Greek and Latin do have continuous traditions of intelligibility (i. e., they are dead languages, but were never lost languages), and we have enough contextual material to be reasonably sure of the meaning, sound (except for music), technical principles, and aesthetic criteria of ancient Greco-Roman lyric; and of the opinions of the ancients.

This doesn't mean OP's question is necessarily a good one, or an answerable one (for the reasons given above).
