everyone has cultural capital. not everyone has valued cultural capital. the term comes from pierre bourdieu.
this just means that everyone has some cultural things (beliefs, values, etc.) to offer society; however, society (being an assimilation system) only values certain forms of cultural capital, shunning or out-casting capital that does not conform with what it values.
