His cameo is when Doc is at the house talking to Owen Wilson. A number of people walk by in the window behind them, all young and appropriate extras to be the at the house. Then somebody out of place walks by, an older gentleman, right when Joaquin Phoenix is staring directly at the camera.

I'm inclined to believe the pic in OP is actually Pynchon if he did indeed have a cameo, if only because the shape of his head and ear look similar to the photos we've seen. The only thing that doesn't add up is his hair. According to Salman Rushdie, Pychon has a big mop of Einstein-like white hair, nothing like in OP's picture.

He could have, I don't know about that obviously. But since Rushdie specified Pynchon's hair was white, he would also have to had it dyed before filming.
Considering he hasn't had his buckteeth fixed (at least not when Rushdie met him), he's probably not a very vain man, so I think it's unlikely he would go through the trouble of getting his hair cut and dyed just for a second of screentime, or for whatever other reason for that matter.
But then again, can't be sure.
