The main limitation here is we're looking at a very broad age group that goes all the way back to Gen X'ers, not the standard 18-30 year olds we think of when we think of modern premarital sexuality.
Overall, women have more partners when younger, and apparently 96%(!) of both genders have had sex at least once. The MEDIAN partner count for men is 8, for women 3. However, in the poll there were a few men who really slutted things up, claiming hundreds of partners. I think it's safe to say that men on average have more partners throughout their lives, but with women they have more partners when younger.
