I'm currently writing a cyberpunkish novel set in the near future. It deals with the flaws in progressive ideologies. The world has become a 1985-like dystopia enslaved by political correctness. mass immigration. rising crime. race riots. you name it, and worst of all the cops do nothing to stop it. the rights of thugs have become more important than the rights of the people they prey on. The protag suddenly finds himself on the wrong side of things. He is branded a bigot, a radical, a terrorist.They strip him from everything he loves. He must become a fugitive. He must get revenge.

Our man joins a revolutionary cell of traditionalist hackers and disgruntled war vets. together they work out a plot to bring the system down.

Doesn't feel like it. Most futuristic sci-fi has cyberpunk kinda shit in it.

Cyberpunk won't happen since society seems to be moving on a different direction.
People, countries and corporations are taking notice about how unpractical and inhuman having big clumped cities full of pollution and corruption is. 'Green' movements are gaining traction every year in every part of the world. Sure, I'd agree with the fact that countries like China reflect otherwise, but we also need to notice the fact that Hong Kong demolished Kowloon in 1993, which is a big game changer: Human rights and pollution are going to be mantained. There's also Al Gore and how he helped put the enviroment on the US sphere during the 90's also. Cyberpunk relied on certain conditions to occur, but they are not as obvious as they seemed before, centralization and extreme laissez-fair capitalism were big ones, but each day I tend to think that countries are going further from this, specially since Neoliberalism (so popular during the 80's, 90's and 2000's) has been losing ground on the Academic sector and Keynesianism is gaining some.

The reasons as to why the world is turning more green are mysterious as I see it, on one hand you can accuse corporations of making a big campaign to sell earth-friendly goods with increased price, while on the other there might be a sincere feeling of preserving Earth. We might not know, but I can take for certain that cyberpunk might not be a thing that we will see during the XXI century. Post-apocalyptic and/or more Dictatorial scenes are more plausible (and romanticized on media and forums) considering the current geopolitical situation.

I'm not trying to put Cyberpunk out of discussion, it might happen eventually, but it's quite far from these times and this results on being talked less and losing the spotlight to other more near and plausible scenarios, specially with how bio-technology and genetics are advancing.

On the other hand I've seen some writing about how "Africa is Cyberpunk", since you've got stuff like multinational megacorporations (China/US/Euro) hiring child soldiers to guard their strip mines/oil facilities and paying them with prepaid cellphone cards. Or pirates hijacking oil/gasoline tankers and then selling the cargo. And the Nigerian princes of course.

The problem is that with capitalist society, the workers that machines replace are simply dumped from their jobs. So theoretically to achieve total communism/socialism, there's first going to be a point where there are large numbers of unemployed people who are highly technically skilled, which provides fertile ground for cyberpunk stories.
