That dress doesn't suit your frame at all, it makes your shoulders look big. Stop trying to look like an anime girl and invest in some actual clothes. Dresses are fine but I've found it's easier to pass when you're starting out if you don't dress hyper-fem, but andro enough so that people are less likely to give you a second look. When your hair grows out a bit longer, get it styled so that it frames your face instead of covers it. After visiting this thread, I'm almost certain that a girl in a creative writing class I took was a trans person. Lol this. I don't know why they think tiny eyebrows makes them pass better. Its one of the worst tranny memes. Your eyebrows help frame your face and overplucking them leads to permanent eyebrow loss and makes male foreheads look bigger.
My standard advice is always let them grow in until thick and then pluck under so that you have arched, slightly chunky eyebrows. Don't pluck over except to clean up strays. Get an eyebrow powder kit and git gud. Thick eyebrows are in still and flatter/cover up a masculine brow ridge to some extent.
