Early on Harper did put forth a bill about getting rid of it but I guess it was intentionally setup to fail just so it couldn't be brought up again.

A few years ago when Conservatives were still in power they tried to ban it and kept bringing the motion forward. Their own party wasn't consolidated for it though. Harper kept trying to appeal it many times though.
