Get a good razor, a cheap heavy-duty concealer, a waterproof felt tip liner pen, and drugstore mascara. You can buy all of that for $20 at most and it'll help you deal with the.face part in a sufficient way. Grow your hair, that costs nothing (except conditioner if you didn't already use it). Get second-hand clothes from thrift stores, friends, relatives, charities. It's easy to build a decent starter wardrobe for almost nothing.
My biggest expense during my first transition was buying BCPs from friends and I was out, you're already on real HRT, so that's not even an issue.
