Do it after showering. Water evaporating off your skin dehydrates it. In terms of lotion it doesn't matter what you use. Its just a lipid barrier to keep water from evaportating off your skin.
If you have discoloration you can use brightening creams or vit c solutions or retinitis to brighten and increase collagen content but that's a lot of work for the entire body.
I put retinoids on my butthole though lol
Also if you are male and wearing daily sunscreen everyday without make up your face will look shiny. I recommend buying some translucent powder like rice powder to absorb some of the oil and water on your face so the face is not as shiny. Girls who put sunscreen on everyday usually use powder and foundation as daily routine anyway which avoids the shine... !
