Cone tits are suually just teen girl tits, if the only women you've seen naked are well developed you may not know this. They lack the final stage of growth that makes them look like our comunal idea of how boobs should look (rounder, more weight on the bottom, less pointy nipples). They'll eventually get better but you might need to change the proportion of your hormone medication at some point. I can't remember it but there's a name for the final stage of breats development, you can google it.
In most cases, you'll just have to endure it for some time.
