That's not true even remotely. I went to a UK surgeon and was specifically told that having foreskin is great for depth and actually matters more than pre-op length as they can get a lot of depth from the foreskin as it's very stretchy.
US surgeons might as I guess they're used to working on circumcised patients more often but in the UK they certainly don't discard it and use it to achieve a good depth (I ended up with 6")
